Local plumbing notes: Moreno Valley
Three communities, Edgemont, Sunnymead and Moreno, joined to become the City of Moreno Valley on December 3, 1984. Next door, March Field had opened in 1918, and in 1996 it became March Air Reserve Base, which lies to the west of the city. The 60 (Moreno Valley Freeway) and I-215 both serve the city, Box Springs Mountain Reserve rises to the northwest, and Lake Perris State Recreation Area and the San Jacinto Wildlife Area open up to the south. Riverside is the neighbor on the west and Perris on the south. Neighborhoods include Sunnymead, Edgemont, Moreno, Sunnymead Ranch, Moreno Valley Ranch and Hidden Springs.
In the ACS 2024 5-year estimates from the US Census, Moreno Valley has about 57,380 housing units, with 1988 as the median year built. Just 19 percent are older than 1980, 77 percent are single-family detached, and about 40 percent date from the 1980s building boom. Those houses mostly rest on slabs with copper supply lines, which is why pinholes in the copper and leaks under the slab turn up so often, and their original water heaters and fixtures are long since due. Some homes built between the late 1970s and the mid 1990s may still have gray polybutylene supply pipe, which is worth identifying before it fails. Newer tracts from the 2000s fill much of the south and east.
Water service depends on the address. Eastern Municipal Water District (EMWD) supplies most of the city, at about 5 grains per gallon, while Box Springs Mutual Water Company serves about 750 customers in a western area that takes in part of Edgemont. Sewer splits along similar lines: EMWD for most addresses, Edgemont Community Services District in Edgemont. Either way, the 4-inch and 6-inch sewer laterals belong to the owner, so roots or a broken joint between the house and the main are a private repair. Even the electric bill varies: Moreno Valley Utility, owned by the city, serves newer southern and eastern areas, and Southern California Edison serves the rest. Your bills answer each of these questions.
City of Moreno Valley Building and Safety issues plumbing permits and has a separate permit type for water heaters, so a heater swap and a repipe are filed differently. We file whichever the job calls for, anchor a tank heater at two points with seismic straps, carry its relief discharge to a safe place, put gas lines through a pressure test, and close the permit once the inspection passes. For a house on its second or third pinhole leak, the written estimate lists a spot repair and a full repipe next to each other so you can choose.
